Irregular Challenges Workshop Closing

February 15, 2006

Good afternoon.  I want to thank the Center for Hemispheric Defense Studies and the High Strategic Studies College (CAEE) for putting together this workshop on irregular challenges.  Minister Romero, thank you very much for your support for this important workshop and for your presence here today.

I find the term “irregular challenges” an interesting way to talk about the threats to security and stability in our Hemisphere.  It’s true: the challenges posed by transnational crime, gang violence, and terrorism differ from the traditional challenges that face our societies.  They require a coordinated and integrated response by all sectors of society.

Judging from the workshop agenda, I trust you have had some extremely interesting presentations from people with varied perspectives.   I know you engaged in open and very frank discussions about the causes and appropriate responses to irregular challenges, and how the police, the military, national and local government, and other sectors can work together better to meet them.    

Your instructors from the United States and members of the Embassy’s team have also benefited greatly from this workshop.  El Salvador and the United States are partners.  We learn from each other and we’re always learning how to increase our cooperation to face mutual threats to security.

Finally, I want to underscore the words of Deputy Assistant Secretary for Defense Mancuso, who was with you earlier this week, and thank the Government of El Salvador and the Armed Forces as well as your family members and loved ones for your continued support for peace, freedom, and stability in Iraq. We will always remember the sacrifices you have made. 

I am very proud to serve as United States Ambassador in a country that is such a close friend and steadfast ally.
